Ventura, CA – Bill Foley, Director of the Ventura County Health Care Agency, has announced his retirement effective March 6, 2021. He plans to stay on in an advisory role. “Under his leadership, the Ventura County Medical System is on a path towards financial stability. He led the revitalization efforts for Santa Paula Hospital and the preliminary planning for an integrated healthcare campus at the Harvest site in Eastern Santa Paula,” said County Executive Officer Mike Powers. “Additionally, he has led efforts to explore meaningful strategic partnerships with other health care systems in the market. Bill has worked hard during his tenure to position our healthcare system to continue to be an essential provider of health care services for our community members. After his retirement, I am very pleased that Bill has agreed to serve in an advisory capacity to me and Health Care Agency leadership regarding several critical projects and issues.”

Bill has devoted his 46-year career to leading some of the largest public safety net health systems in the nation including the Chicago-based Cook County Health and Hospitals System and the New York Health and Hospitals System. The County of Ventura has benefitted greatly from Bill’s extensive experience and his dedication to providing excellent healthcare service which has strengthened the services and operations of the Health Care Agency.

I’m very proud that we have strengthened the leadership of the Agency, that we are stabilizing the finances of the Ventura County Medical System and that we’ve positioned our System to continue to be an essential provider of healthcare services for the residents of Ventura County in the future. I truly appreciate the support of Mike Powers, County Leadership and the Board of Supervisors in our efforts to improve our healthcare delivery system,” said Bill Foley.

Foley looks forward to spending more time with his wife, children and grandchildren after more than four decades of dedicated service.

The Ventura County Health Care Agency provides a comprehensive system which ensures access to quality, cost-effective, culturally sensitive health care for all. The health care system includes the Ventura County Medical Center, Santa Paula Hospital, Inpatient Psychiatric Hospital, Ambulatory Care Clinics, Emergency Medical Services, Public Health, Behavioral Health and the Ventura County Health Care Plan.

“I appreciate Bill providing enough notice to enable us to appoint his successor prior to his transition through an open recruitment process. This will enable a seamless transition. I also appreciate that he will continue to be involved in Clinic Integration, the Harvest project and strategic alliances with other health systems, among other things, in an advisory capacity,” added Powers.
