Ventura County Board of Supervisors approves funding for air quality upgrades for the Ray D. Prueter Library

VENTURA, Calif. – The Ventura County Board of Supervisors, during their regular meeting on Tuesday, March 18, voted to approve a major investment in cleaner air and better public health at the Ray D. Prueter Library in Port Hueneme. The Board’s decision allows the Ventura County Library System to accept a $200,000 Community Air Protection Program (CAPP) grant from the Ventura County Air Pollution Control District (VCAPCD) and invest an additional $200,000 from the Library’s Assigned Education Fund to upgrade the library branch’s entire HVAC system.

The upgrade will consist of replacing nine outdated heating, ventilation, and air conditioning (HVAC) units, resulting in improved air quality throughout the library. The new system will also include the installation of advanced MERV 14 filters, qualifying the library as a designated Clean Air Facility. This designation means that the library will be qualified to serve as a safe space for community members during wildfires or other poor air quality events.

Fourth District Supervisor and Chair of the Board Janice Parvin praised the project, emphasizing the community benefits. “This investment is about more than just infrastructure—it’s about public health and safety,” said Parvin. “Ensuring that our libraries provide clean, safe spaces is a priority for the County. We are proud to support this project and make the Ray D. Prueter Library an even better resource for our community.”

The Board’s decision aligns with the County’s strategic goal of providing sustainable and modern infrastructure to benefit the community.

“We are thrilled to make the Ray D. Prueter Library a healthier and safer place for our community,” said Nancy Schram, Ventura County Library Director. “By upgrading all nine HVAC units at once, we are ensuring cleaner air throughout the entire library while also saving money and time on future repairs.”

Once completed, the project will create an improved library that offers a healthier environment for visitors, staff, and volunteers alike.
