VENTURA, Calif. – The Building and Safety Division of the County’s Resource Management Agency is now accepting electronic submission of building permit applications to facilitate and streamline the issuance of building permits for new construction.
“Building permit applicants will no longer need to drive to the Building and Safety office to submit their permit application in person,” said Ruben Barrera, Deputy Director with the Building and Safety Division. “Permit applications will be received electronically and linked directly into the County’s Permit Tracking system for faster processing.”
The shift to a new electronic submission system will allow for quicker review and processing time for new permit applications. In many cases, this approach will result in faster permit issuance so that contractors and builders can commence construction on projects sooner. The process for electronic submittal and transmittal of construction drawings and related permit documents to Building and Safety will remain unchanged.
The Building and Safety Division issues building permits and conducts inspections for all construction projects in the unincorporated areas of Ventura County. Building permits are required by State law to ensure new construction meets or exceeds state and local building standards for design and construction of buildings and structures.
These standards provide for the health and safety of the building’s occupants. In addition to health and safety these standards require certain design and construction considerations be made to ensure the efficient use of energy and water resources, and to provide for reasonable accessibility for persons with disabilities in public buildings.
Additionally, building permits are required by law for most construction projects, including room additions, large remodels, new buildings, swimming pools, retaining walls, accessory structures, and new electrical, mechanical, and plumbing equipment installations.
The public assistance counter for the Building and Safety Division will remain open for those customers who prefer submitting building permit applications in person. However, PDF applications submitted via email will no longer be accepted effective immediately. Customers who want to submit their applications electronically will need to do so using Citizen Access – the County’s Building Permit electronic portal at https://vcca.ventura.org/
