VENTURA, CA – A study session is scheduled before the Ventura County Board of Supervisors on December 5, 2023, at 1:00 p.m. to request that the Board of Supervisors consider the Study of Additional Potential Disadvantaged Community Designations in unincorporated areas of Ventura County and select the option to designate disadvantaged communities as amended by the recommendation of the Planning Commission to include the Limoneira farmworker housing on Cummings Road, and to include homes in the Ortonville neighborhood. The study session will be held in the Board Hearing Room in the Hall of Administration, County Government Center, 800 S. Victoria Avenue, Ventura, California. The Study of Additional Potential Disadvantaged Community Designations, conducted by the Ventura County Planning Division, presents research on whether any additional unincorporated areas near the cities of Ventura, Santa Paula, and Oxnard, referred to as Study Areas, should be designated as disadvantaged communities. The Study findings include three options for designating disadvantaged communities within the Study Areas.
The Study was previously presented to the Planning Commission on October 5, 2023. The Planning Commission voted 3-1, with one Commissioner absent, to recommend that the Board of Supervisors select Option 3, with a modification to include the Limoneira farmworker housing on Cummings Road to designate additional disadvantaged communities, and to further consider the Planning Division’s suggestion for buffer areas to be evaluated as a potential tool to implement General Plan goals, programs, and policies applicable to designated disadvantaged communities. The Planning Division is also recommending the inclusion of homes in the Ortonville neighborhood along North Ventura Avenue in the Ventura Study Area as part of Option 3.
If the Board of Supervisors designates any additional disadvantaged communities, a General Plan amendment to update the General Plan and the General Plan’s Background Report to reflect such designation(s) will be presented at a future hearing.
